In Windows 11, Microsoft Accounts are forced to begin using Windows 11 Home Edition and hard to bypass in Windows 10 Pro.  After getting into Windows 11, follow the steps below to add and change to a Local Account.  Or it may ask you do you want to create a local account after using the login.

Press Windows + R keys on your keyboard to open Run dialog
Type netplwiz and click OK
Click the Add button to add an Account
Choose Sign in without a Microsoft account (not recommended) in the bottom left of dialog.
Choose Local account if prompted
Type the username and password you want, and you must supply a hint.
Click Finish

Sign out from the current account and sign into the new Local Account.
If desired you can reopen User Accounts to remove the Microsoft Account you had setup
Press Windows + R keys on your keyboard to open Run dialog

New October 2025

Since many of the previous options stopped working in Windows 11 for a personal account, without requiring a Microsoft Account. For a Windows 11 Home system.

  1. When setting up Windows 11 during Out Of Box Experience (OOBE), make sure your system is disconnected from the internet, not connected to Wi-Fi or Ethernet at this time.
  2. Press Shift + F10 to launch Command Prompt.
  3. Type oobe\bypassnro and press Enter. You may have heard that Microsoft removed that command from Windows 11, the truth is that the bypassnro command still works as long as you are disconnected from the internet. There may be other commands that accomplish the same thing, but this method works.
  4. Once your PC restarts, proceed with its initial setup. Remember not to connect to the internet (Wi-Fi or Ethernet) until you get to the desktop. This will force Windows 11 to create a local account.

For users of Windows 11 Pro, you can choose Setup for work or school, instead of Set up for personal use.  After choosing Next it will once again prompt for a Microsoft 365 account, but right below the location to type in the account click Sign-in options.  That will bring up Face, fingerprint, PIN or security key and Domain join instead.  Choose Domain join instead and it will have you create a local account before proceeding with the setup.
